WHAT IS THREE LAWS SAFE?

Law Enforcement is one of the most physically dangerous professions in the world. One moment you are on routine patrol or filing a report — the next you are facing an aggressive, armed, or non-compliant subject in conditions that are never fully anticipated and never fully controlled. The techniques you deploy in that moment must be immediate, reliable, legally defensible, and calibrated precisely to the situation in front of you. A response that is too weak fails to control the threat. A response that is too much creates liability, injury, and career consequences.

Three Laws Safe is the Force Continuum training program of Cali Combat Systems — a comprehensive law enforcement defensive tactics curriculum designed for Police Officers, Sheriff's Deputies, Security Officers, Bodyguards, Corrections Officers, Special Guards, and Military Personnel. It is built on the same Israeli Krav Maga, Jeet Kune Do, Kali, and Grappling curriculum taught in every CCS program, scaled and organized specifically around the legal and operational requirements of professional use of force.

The program covers every level of the Force Continuum — from basic verbal presence and de-escalation through joint locks and come-alongs, defensive strikes and takedowns, the Vascular Neck Restraint system, and full combatives for exigent circumstances where life is at genuine risk.

THE INSTRUCTOR LINEAGE BEHIND THE PROGRAM

Three Laws Safe at Cali Combat Systems is not a seminar program cobbled together from a training manual. It is the product of 30+ years of training and 30 years of teaching across multiple systems — each contributing a distinct and essential dimension to the force continuum framework.

Israeli Krav Maga — the official hand-to-hand combat system of the Israel Defense Forces, adopted by the FBI, CIA, DEA, and law enforcement agencies worldwide. Sifu Jeramiah holds a Brown Belt in Israeli Krav Maga and his Law Enforcement Control Tactics (LECT) certification under Master Alain Cohen, 5th Dan, authorized by the Wingate Institute — the Israeli national sports and physical education authority and the official IDF Krav Maga certification body. He received specialized training under Darren Levine (Krav Maga Worldwide, certified personally by Imi Lichtenfeld, the creator of Krav Maga) and also trained in HAGANAH — the Israeli military combat system of Mike Lee Kanarek.

Rapid Assault Tactics / PFS — the hand-to-hand combat system developed by Sifu Paul Vunak for US Navy SEAL Team 6, subsequently adopted by the FBI, CIA, DEA, and dozens of law enforcement agencies worldwide. Sifu Jeramiah is a PFS/DOM Full Instructor certified directly by Sifu Paul Vunak and served as Vunak's assistant instructor from 2018 through 2022, teaching his IPTPs as Vunak's health required it.

Inosanto-LaCoste Kali — the Filipino weapons and empty-hand system transmitted through Guro Dan Inosanto — providing the weapons awareness, defanging methodology, environmental weapons consciousness, and mass attack principles that make the Three Laws Safe curriculum complete for real operational environments.

Integrated Ground Fighting Systems / JFJKDGA — the grappling curriculum of Sifu Larry Hartsell and the Jun Fan JKD Grappling Association, supplemented by Black Belts in Shorinji Ryu JuJitsu and Combat JuJitsu under Professor David Tice (Black Belt under Gokor Chivichyan and Gene LeBell). Ground control, takedowns, restraint, KinaMutai, and the Vascular Neck Restraint system — all sourced from the same lineage behind the most effective grappling-based law enforcement programs available.

THE FORCE CONTINUUM FRAMEWORK

The law does not permit law enforcement officers to use excessive force. It also does not permit officers to allow a threat to escalate unchecked because the appropriate tool was not applied in time. The Three Laws Safe Force Continuum framework gives officers a clear, legally defensible structure for every level of subject resistance — from verbal non-compliance through lethal force circumstances.

Basic — Verbal De-escalation and Command Presence: Before any physical response, presence, posture, and voice control are the primary tools of law enforcement confrontation management. Three Laws Safe begins here — with the ability to project authority, de-escalate tension, and resolve situations without physical force when possible. The best fight is the one that never happens. Training topics include: command presence, tone and volume control, body language reading, conflict de-escalation, confrontation management, and the recognition of behavioral pre-attack indicators.

Level I — Law Enforcement Control Tactics (LECT): When the subject is non-cooperative but not yet physically threatening — resisting escort, refusing handcuffing, verbally hostile without physical assault. Control without unnecessary damage. Level I covers:

  • Joint locks from Small Circle JuJitsu, Aikido, and BJJ — maintaining control over subjects who become uncooperative

  • Come-Along techniques from Filipino Dumog — using the body's natural choke points for pain-compliance control and escort

  • Pressure Point Control Tactics — maximum control with minimum effort; as little as 2 pounds of finger-touch pressure applied to nerve motor points creates immediate compliance without connective tissue damage

  • Tactical Speed Handcuffing — immediate subject control reducing resistance risk; studies show 67% of resisting arrests occur after the first handcuff is applied; tactical speed handcuffing eliminates that window

  • Escort and transport techniques — moving non-cooperative subjects in and out of squad cars, cells, and confined spaces

  • Searching and arresting techniques — maintaining control while performing necessary law enforcement functions

Level II — Law Enforcement Defensive Tactics (LEDT): When the subject initiates physical force that does not yet represent a lethal threat — throwing punches or kicks, actively resisting takedown, physically assaulting an officer. Defend without excessive force. Level II covers:

  • Defensive strike defenses — reflexive reaction to physical attack when impact weapons or firearms are not appropriate; blocks, punches, and kicks calibrated to stop the assault

  • Clinch entries and standing control positions — managing the fighting range between striking and grappling

  • Takedowns and ground control — removing the subject from the fighting position and establishing ground dominance

  • The Vascular Neck Restraint (VNR) system — the only medically researched and approved neck restraint system in use today, offering officers an alternative to more damaging control methods and deadly force; adapted for both standing and ground fighting positions; easily learned and retained; this system is taught from the JFJKDGA curriculum lineage

  • Impact Weapon Combatives (Straight Baton) — employing the straight baton against nerve motor points rather than bone and connective tissue, dramatically reducing injury liability while maintaining effective control

  • Defenses against impact weapons, edged weapons, and firearm threats at Level II intensity

Level III — Law Enforcement Combatives / Termination Tactics (LEC/LETT): When the subject represents a genuine lethal threat — armed, attacking with intent to kill, or creating a situation where the officer's life or the life of another person is at immediate risk. Exigent circumstances. Level III covers:

  • The complete First 2 Fight Retzev Combatives toolkit applied within the law enforcement use-of-force framework: RAT entry, forward pressure, and termination

  • KinaMutai ground fighting — the asymmetrical grappling system (biting, eye attacks, pressure points) for ground survival when a subject has weapon access or size advantage

  • Weapon retention — defending against attempts to take the officer's own firearm

  • Weapon disarm and control — removing weapons from armed subjects using Kali-based defanging principles and Krav Maga disarm methodology

  • Handgun threat defense — all positions: front, side, rear, hostage scenarios, close contact

  • Long gun threat defense — shotgun, assault rifle, submachine gun

  • Exigent circumstances combatives — the techniques that apply when the alternative is death; full RAT formula applied at maximum force authorization

THE RANGES OF COMBAT IN LEO CONTEXT

Three Laws Safe trains officers across all three combat ranges — and the ability to recognize and manage range is one of the most critical skills in law enforcement confrontation management:

  1. Long Distance — Defang the Snake Range: Projectile Weapons Range (gun), Blunt Weapons Range (baton, impact weapon), Edged Weapons Range (knife, sharp objects). This is where weapons awareness, threat identification, and defanging principles operate. Officers learn to recognize weapon deployment before it becomes an attack, to create distance when possible, and to address weapon threats using the Kali OCR (Offense-Counter-Recounter) game plan.

  2. Middle Distance — Sumbrada Range: Kicking Range and Hand Range. Where the defensive strike curriculum of Level II operates. Officers drill reflexive responses to common attack patterns — the haymaker, the shove, the tackle attempt — with appropriate-force responses calibrated to the situation.

  3. Close Quarter — Hubud Range: Close-Quarter Trapping Range, Clinch Grappling Range, and Ground Fighting Range. The most common range of law enforcement confrontations. This is where joint locks, come-alongs, takedowns, the VNR system, KinaMutai, and ground control operate. Most dangerous. Most important. Most trained.

PROGRAM CURRICULUM: DETAILED MODULES

Analyzing Use of Force: Separates the use of force into six recognized categories. Situational recognition of these levels helps determine proper force response to the situation in front of the officer. Includes exercises showing officers how to use the continuum for report writing and courtroom testimony — critical in the current legal and political environment around law enforcement use of force.

Control Tactics Development: An instructor-development block on attack management and subject control. Concepts include long-term memory retention, biomechanical control principles, relative positioning, and motor skill employment under stress. The emphasis throughout is on Simple Movements — utilizing the body's natural instincts and reflexes in a fight-or-flight situation and transforming them into effective, legally defensible technique.

Handcuffing: A recent study showed that 67% of all resisting arrests occurred after the first handcuff was applied. Tactical speed handcuffing provides immediate subject control and reduces risk to the officer. The Three Laws Safe handcuffing curriculum covers tactical speed application from standing, seated, prone, and ground positions — and from positions where the subject is actively resisting.

Pressure Point Control Tactics: Maximum control with minimum effort. As little as 2 pounds of finger-touch pressure at specific nerve motor points creates immediate compliance without bone fractures or connective tissue damage. Effective regardless of the officer's physical size or strength relative to the subject. Highly retainable — principle-based rather than technique-dependent.

Joint Locks: The ability to maintain control over subjects who were cooperative, then become uncooperative. Joint lock applications from Small Circle JuJitsu, Aikido, and BJJ, with Dumog come-alongs providing the Filipino wrestling dimension of choke-point control. Control is maintained and evolved fluidly into transport or handcuffing position.

Vascular Neck Restraint: The Lateral Vascular Neck Restraint System — the only medically researched and approved neck restraint methodology in use in law enforcement today. Adapted for ground fighting as well as standing application. Offers officers a critical alternative between empty-hand control and deadly force. Taught from the JFJKDGA curriculum lineage through the Combat JuJitsu and Shorinji Ryu JuJitsu Black Belt curriculum of Professor David Tice.

Impact Weapon Combatives: Utilizing the Straight Baton using the nerve motor point targeting system — the most legally defensible impact weapon application methodology available, targeting the body's nerve centers to create compliance without the bone fractures, connective tissue damage, and excessive-force liability created by traditional baton strikes.

Defensive Tactics: Reflexive reaction to a physical attack when impact weapons or firearms are not yet appropriate. Officers drill: blocks, strikes, and kicks calibrated to stop an assault at Level II; clinch entry and control from all attack patterns; takedowns from the most common assault entries; ground control from all major positions; and the Vascular Neck Restraint from standing, clinch, and ground.

Performing Under Stress: The core challenge of all law enforcement confrontations: the ability to function when adrenaline is spiking, attention is divided, and the OODA Loop is running against you. Three Laws Safe uses the same stress inoculation methodology as the RAT and Krav Maga curricula: realistic scenario reenactments, fatigue drills, multiple attacker scenarios, sudden attack drills, and decision-making under pressure. Training methods include:

  • Multiple attacker scenarios

  • Movement through a crowd while managing a confrontation

  • Stress, resistance, and decision-making under exhaustion

  • Training drills based on overcoming resistance and bursting through obstacles to neutralize a threat

  • Active scenario-based training: officers perform techniques in conditions approximating real operational stress

WHY THREE LAWS SAFE

Perform Under Stress: Reality-based training improves the officer's emotional and physical response to danger. Methods develop the ability to recognize danger at the earliest stages, react without hesitation, and escalate or de-escalate with the appropriate level of force. Officers learn to operate under stress — to continue functioning under unusual and complicated situations the way RAT was designed for military operators.

Scale Use of Force: Enables officers to deal with the most violent offenders they encounter while remaining acutely aware of reasonable use-of-force and civil liability. Officers learn to use force as necessary to control, search, escort, and arrest — and to stop there, with documentation and testimony methodology that holds up under legal scrutiny.

Retention: Because the system is built on common principles and natural, instinctive movements, officers retain techniques with minimal review and practice. Training in a short period of time — in accordance with the fast recruiting and training timelines of most law enforcement agencies and security companies.

Practical: Emphasizes effectiveness and simplicity. A street-evolved fighting system provides realistic defenses against a variety of aggressive attacks, whether the assailant is armed or unarmed. Techniques can be modified to fit each jurisdiction's legal framework and each agency's use-of-force policy.

Sifu Jeramiah Giehl is a PFS/DOM Full Instructor certified directly by Sifu Paul Vunak, holding his Law Enforcement Control Tactics (LECT) certification and Brown Belt in Israeli Krav Maga under Master Alain Cohen (5th Dan, Wingate Institute), his Level 1 Instructor certification in ATA/TAC Krav Maga under Grand Master Daniel Longoria, and his Warrior Krav Maga certification under Master Anthony Landgren. He is an Associate Instructor in the Jun Fan JKD Grappling Association under Sifu John Doty, and holds 1st Dan Black Belts in Shorinji Ryu JuJitsu and Combat JuJitsu under Professor David Tice (Black Belt under Gokor Chivichyan and Gene LeBell).

He has ten years of professional security and bouncing experience — nightclubs, hotels, corporate environments — with direct real-world application of the same force continuum principles taught in this program.
